 Inside, unsigned whispers from Velin to the Queen....things that were never meant for the Court's ears. But this court has a way of keeping what was written- intended or not. Some things bleed into the margins, and if it's written, it stands.

She kept every word. Even the ones that weren't meant to be kept, only felt.

 The first volume is missing.

Some say that it's lost. Some say that it's just been shelved improperly.

Emma suspects that Bunny has it.

 Bunny says that Emma has it. Archivarius isn't speaking on the subject at all since it was never formally entered into the Archive, so he has no record of it. (Funny how that works)

The Queen knows exactly where it is, but she's not telling. 

The records stand. Intended or not. Records of whispers meant, even if the Court didn't record them officially.

Somtimes it's the whispers that carry the most weight. And the most consequence.
